Ik heb zojuist Les Cowly van Atmospheric Optics geschreven over de "luchtschepen van Scheveningen" en binnen 7 minuten antwoord terug (duidelijk een oud-medewerker van Overtoom). Ook hij denkt aan een laagje mist in combinatie met weinig wind en daardoor een kalme zee:

There is an enhanced version of your picture attached. I suspect that there was a low level layer of fog or haze obscuring the sea surface and the ships were protruding through it. In the enhanced image you can see the waves faintly. this assumes that the wind speed was low? But it still remains an unusual and puzzling sight!
