De meeste landen gaan m.i. gelukkig nu voor het eerste en nemen dus het zekere voor het onzekere. Ze beseffen zich dat het negeren van dit probleem potentieël veel destrastreuzer kan uitpakken dan als je een aanzet geeft tot maatregelen.
