What is a Waterspout?
A small, tornado, which is not formed by a storm-scale rotation. Waterspouts are much smaller than supercell tornados. They often develop beneath towering cumulus clouds or cumulonimbus clouds. In the United States waterspouts most frequently occur in the state of Florida.
