Ja Peter, dit zijn de absolute regels van het WMO.
Eigenlijk wisten we dit ook niet maar toen wij opmerkten dat onze "nieuwe" BMCB anemometers (MeteoWind) al enige tijd iets te hoog schoorden zijn we ons gisteren ook gaan inlichten bij de fabrikant .
Blijkbaar meten de zwiterse en duitsers de hoogste pieken ook ogenbliklijk (1seconde) zoals wij en daar ligt de confusie met de andere waarnemingen in de wereld!

"You are correct in your deduction. I also became aware that some countries, Germany and Switzerland use the 1 second wind gust apparently. So the situation is quite confusing since these seem to be vestiges of the old Met Office rules for each country. I am still getting to the bottom of this, so the safe thing to do was to report max wind speed.
Conclusion: The MeteoWind anemometers correctly report maximum wind speed, but do not report the 3-second wind gust which is always lower, and in every wind gust situations much lower than the max wind speed.
The other effect is that the MeteoWind Compact response time to a change in wind speed is much faster than any other anemometer, so it will get up to speed faster to accurately measure and thus will capture the peeks higher than other instruments.
In any case, your deductions are correct,
"The anemometer "MeteoWind" measures the real maximum wind speed . It is the minimum time between pulses of the reed switch... and the best of my knowledge because of the fastest responding anemometer in the industry.
Response time halfs every time the wind speed doubles, so it's entirely possible that there is a discrepancy between 1sec or 3sec gust and the real maximum wind speed peaks.
We now have new firmware to do the 3 second average of wind speed per WMO o the new 2022 units.
